Removing the cats is not going to cause the car to start running richer than it would with the cats. The car is target based and should still have very similar A/F ratios with or without the cats. You do however smell more fuel with them removed, and this causes people to think that the car is running rich.

It will not cause any damage or issues whatsoever running the test pipes with no tune, however, it is definitely not optimal. Tuning it properly increases combustion quality and unleashes the potential restricted by the factory program, while retaining safety at the same time.
