Back when I lived in an apt that didn't have any carwash designated areas I would take 2 5 gallon buckets already filled with water, all my car wash supplies, and 2 big jugs of filtered water to my local coin operated place. A lot of those types of places won't let you bring your own stuff but I never had any problems since I would go there on a sat morning at like 6 or 7am. I would use their water for initial rinse and then again to rinse off the soap. I would use one of the filtered jugs during the wash process so that the soap wouldn't dry up. After rinse I would take the other jug of filtered water to do a last rinse so that drying the car would be easier with less water spots.
