In PA, you mail a check to your sheriff. That's it. I think you can get a picture card now if you really want one.
But, you do not need a LTCF, CCW, CWP or whatever the hell your state calls that stupid piece of (unconstitutional) paper to open carry. I'm not a big proponent of open carry, but it's an option if you're otherwise able to own a firearm legally. I prefer CC, but your mileage may vary.
Read up on this, bc MD is funky. Also, a lot of states and local municipalities are guilty of "preemption violations" (basically overwriting the UFA and illegally restricting the rights of citizens.)
