To the first one:
WHo gave right for Jesse Jackson to go out and negotiate hostages situation in Serbia and where else (that is also a form of foreign diplomacy and representation)... No constitution does that, but in desperate times you bring desperate measures... Unfortunately our own government knows nothing about the diplomacy, so someone is jumping in...
