I believe those 3 spikes is the surge of power he gets from MAX boost at the top of the gear change. Once he shifts gears the boost drops back down.

You can't even see the shifts on my chart below because I'm only running 5.5 psi. Drew even gets a surge going from 4th to 5th gear!
