Got it back. Here are the notes on the work.....

DME default codes: 2B0D, 2BOE, 2B23, 2B24 Idle control valve, idle actuator governor monitoring. Defective idle actuator. Verified complaint. REmoved Intake Manifold and inspect wiring to Idle. OK. Checked Power and Ground OK. Performed SIB 13 05 08. Installed rubber hose from intake to idle valve and both idle strips. Cleared faults and started vehicle. Created PUMA case. Was instructed to reinstall original parts that were replaced and install to new idle actuator. Cleared adaptations for idle set points and operated vehicle several times. Operating Normally.

Runs fine now and I have no sense of any loss of power.
