Do you think that papparazzi has permission to film and take pictures of actors? No. Is it illegal that they do so. Hell no. Get a clue.
He CAN sue you for harrassment if he shows you only revved your engine and such when you were near him, still a shady case, but it is possible. I would just stop doing those immature things (you even said it yourself). If he takes you to court, I doubt he will get anything, unless you keep doing it.
