Federal spending can and does include spending on education, environment, homeland security, funding government research such as NASA, etc. Federal funding can also be appropriated to states with low incomes, to fund the state schools, improve cities with high risks of a natural disaster, etc.
I did not say the federal government does not spend money on such things, I said it is not responsible for those things. The feds do not hire teachers or build schools, states and counties do. The feds don't hire local police and fire fighters, cities, counties, and states do. Whether or not some congressman gets an earmark inserted into a bill to help his district fund such things does not shift responsibility.
