That is precisely the Islamic belief, It is something that is done between the person and God. No one will truly know if you are fasting - Someone can say that they are fasting, but only God is with them at all moments to know if they are truly fasting.
In Islam it is recommened (but not required) to fast throughout the year, but when you fast outside of Ramadan, you should keep it very private. Ramadan is a holy month in which all muslims who are able to fast, are required to fast - so its not boastful to say your fasting during Ramadan.
"O you who believe! Fasting is prescribed for you as it was prescribed for those before you, that you may become Al-Muttaqun (the pious)." Quran 2:183
