At 60mph, dynamic pressure is about 0.069psi, which is about a 0.5% gain over standard atmosphere. If an inlet system would be able to recuperate 100% of the dynamic pressure gain, this would equate to 2hp on the M3. Doing the math for 100mph and 150mph equates to 5hp and 11hp respectively. Obviously not significant gains for street use.
Further, the way the scoops are designed, they will only recuperate a portion of the dynamic pressure. Even further, as stated in the other thread you quoted, the M3 airbox is an open design (IMO to use the ram effect to avoid heat soak), so scoops would not yield any gains at all.
